A few years ago, TOT bought out CAT's interest&nbsp;&nbsp;in a small company that had a pre-existing 3G license and 3G radio frequency.&nbsp;&nbsp;TOT&nbsp;now wants to use this company's 3G license and frequency to&nbsp;deploy &nbsp;nationwide 3G network and is seeking&nbsp;state funding for same.&nbsp;&nbsp;TOT wont&nbsp;operate&nbsp;its&nbsp;3G network--it&nbsp;intends to rent this network to one or more operators.&nbsp; Operators who lease 3G networks and offer&nbsp; service to you and me are called &quot;Mobile Virtual Network Operators&quot; or &quot;MVNO's&quot; and you'll see that term in the newspapers from time to time.&nbsp; And that's how AIS currently plans to offer its customers 3G service--by becoming an &quot;MVNO&quot; and&nbsp;renting TOT&quot;s network.&nbsp;&nbsp;&nbsp;And because TOT granted AIS' original 2G concession, the two companies have a longstanding relationship. </span><span style='font-size:9.0pt; The Kingdom's number three operator has taken a different approach.&nbsp; It is attempting to buy the telecom assets of Hutch, a joint venture between CAT (Thailand's other state owned telecom entity) and Hong Kong's Hutchinson group.&nbsp; The CAT/Hutchinson alliance already operates the &quot;Hutch&quot; branded mobile phone service in Thailand but only commands a 2% market share because it uses a different type of mobile phone standard than the GSM standard used by the big three: AIS, DTAC and True.&nbsp; So why does True want to buy the assets of a group&nbsp;of companies who only&nbsp;have a 2% mobile market share?&nbsp;&nbsp;Because the radio spectrum which the Hutch network uses is perfect for use by True for its GSM version of 3G.&nbsp; If True can use the Hutch frequency, it can roll out a nationwide 3G network now&nbsp;and&nbsp;thus obviate the need for 3G frequency from last year's blocked Government auction (or any future auction).&nbsp;&nbsp;Plus, CAT granted True's original 2G concession so those two companies also share a prior working relationship.&nbsp; In a difficult spot.&nbsp; Its original 2G concession was granted by CAT--not TOT--which makes me think it unlikely that DTAC would become a second MVNO to rent TOT's 3G network.&nbsp; And if True buys Hutch's assets to gain access to its&nbsp;3G capable frequency, that strategy is no longer available to DTAC.&nbsp; Which leaves only one option for the moment, which is less appetizing for DTAC but keeps them in the game.&nbsp; And that is to use their existing 2G concession frequency for 3G purposes.&nbsp; Fortunately for DTAC, it has a large amount of 850MHz radio frequency--more in fact that any other operator.&nbsp; And it turns out that you can also use 850MHZ spectrum for the GSM version of 3G.&nbsp; What's the downside?&nbsp; Well, for one thing, it's expensive.&nbsp; DTAC will likely have to pay CAT, its 2G concession holder, the same rate for use of this frequency for 3G service that it pays under it's existing 2G concession--and that's a pretty penny (or baht in this case).&nbsp; Also, those original concessions are called &quot;Build-Transfer-Operate&quot;, meaning the operator (in this case DTAC), must pay to&nbsp;buy and &nbsp;<em><span style='font-family:"Tahoma","sans-serif"'>build </span></em>out&nbsp;all the 3G equipment; and&nbsp;then is supposed to&nbsp;<em><span style='font-family:"Tahoma","sans-serif"'>transfer </span></em>ownership of all that equipment to CAT immediately.&nbsp; DTAC can then <em><span style='font-family:"Tahoma","sans-serif"'>operate </span></em>the equipment exclusively for the remainder of its concession period, which is only until 2016 under the current 2G concession agreement.&nbsp; You can be sure DTAC will have to work through the business case with CAT to allow it to recoup the significant 3G investment it must make prior to any rollout under its original 2G Build-Transfer-Operate concession. </span><span style='font-size:9.0pt;mso-fareast-font-family:"Times New Roman"; color:#6B8BAA'><o:p></o:p></span></p> <p class=MsoNormal style='text-align:justify'><strong><span style='font-size:9.0pt;font-family:"Tahoma","sans-serif";mso-fareast-font-family: "Times New Roman";color:#003366'>Conclusion: </span></strong><span style='font-size:9.0pt;font-family:"Tahoma","sans-serif";mso-fareast-font-family: "Times New Roman";color:#003366'>Thailand will finally get nationwide rollouts of 3G service in 2011 because we lag far behind our regional neighbors&nbsp;and that&nbsp;is&nbsp;detrimental to Thailand's competitiveness and reputation.&nbsp; Many believe it is unfortunate that&nbsp;3G will not be rolled out under a regulatory structure that would have ensured a&nbsp; uniform set of rules&nbsp;for all operators, because&nbsp;with all things being equal, competition is&nbsp;enhanced.&nbsp; And that type of healthy competitive environment&nbsp;is&nbsp;arguably the best way to encourage operators to compete for our business by investing in the&nbsp;fastest networks and offer the&nbsp;best prices.&nbsp; What about all the 4G rollouts starting elsewhere in the world as I write this?&nbsp; With major investments in 3G needing to be recouped, don't count on seeing those kinds of speeds in Thailand anytime soon.&nbsp; Unless the operators augment their 3G with the latest standard of Wi-Fi--called&nbsp;802.11n.&nbsp; 802.11n&nbsp;Wi-Fi is blindingly fast--up to 300Mbps and most every 3G device also comes with Wi-Fi.&nbsp; There may be hope yet!&nbsp; </span><span style='font-size:9.0pt;mso-fareast-font-family:"Times New Roman"; color:#6B8BAA'><o:p></o:p></span></p> <p class=MsoNormal style='text-align:justify'><span style='font-size: 9.0pt;font-family:"Tahoma","sans-serif";mso-fareast-font-family:"Times New Roman";
